Conner on India’s Rice Market-Distorting Schemes

WTO rules were designed to limit the potential for subsidies to hurt the incomes of farmers in other countries. The WTO doesn’t limit the amount of subsidies governments can provide to farmers – you can subsidize farmers as much as you want – but there are limits to how much you can put into programs that influence the production of specific crops and that’s where India runs into trouble.
